The obverse or heads side was designed by Victor David Brenner, as was the original reverse, depicting two stalks of wheat (thus "wheat pennies", struck 1909ā1958). 1941 was the earlier part of WWII, and the mint would soon need to switch to steel for the production of US cents to support the war effort.
